Destination-driven extraction means the payroll system’s template decides what data is pulled from the HR system, in what shape and in what order.

Most integration tools build an output file from whatever source data is available. An HR-to-payroll integration has to work in reverse, because the payroll provider’s required fields, derivation rules, ordering constraints and file limits set the extraction logic.

Every payroll provider imposes a different template, so the integration has to know each provider’s template.
